Questions:

1.    Regarding the request to submit the RFP via electronic version, can it be emailed or do you prefer it to be hand delivered?  

Email is fine but due to spam software, when you email the RFP, ask for a confirmation or follow up with a phone call.  In lieu of emailing an electronic copy, you can also burn your proposal and attachments to a CD or a thumb drive and include that in your mailing to us.  

2.    Does the email version have to have the Audit report attached?  

In the email, reference the fact that the audit report has been included with all the hard copies, which are either being mailed or hand delivered to SAP&DC.

3.    If we collaborate with subcontractors, we would have to RFP; can we state “to be determined” in the proposal, since we don’t know who the subcontractor will be?

Outline in your proposal that you intend to procure for services and indicate what services you are subcontracting for in the narrative.  In addition, the General Provisions acknowledgement must me signed by each known Contractor/Subcontractor.

4.    Are any other agreements needed from potential subcontractors?

Potential Subcontractors have to sign the General Provisions acknowledgement.  The form is located on the last page of the RFP.

5.     If there is a budget impasse this year, do you feel that you will be able to abide by the timeline or should the proposer plan for a possible budget impasse?

The fact that the current administration has put so much emphasis on an expanded summer youth program, it’s not necessarily going to take the same length of time that it took this past year to receive our funding for the coming year.  

6.    Being that there is multiple funding sources, can we adjust it as one proposal for whatever funding sources that may be available?  

Under ARRA, there is expanded years that the contractor can serve. Since the other amount is an unknown quantity at this point, there is still WIA and ARRA funds available and address your proposal accordingly.

7.    Under the Youth Services list on page 3-15 and 3-16 of the proposal, are each one of those considered components or should we pick components out of that list of services?  

Each one of those Youth Services listed are components but we are not suggesting that every Youth that you serve would receive all of those services. The proposer should have the capacity to deliver those services based on the needs of the client such as if a Youth would come in seeking Job Search Readiness service, they would receive that service. Another Youth seeking help  may need a different type of service.  Service Delivery for the Youth Program should have a presence and be a partner in our CareerLinks, which is our focal point of delivery system in each county.  

8.     What if the Audited Financial Statement is not current?
    
Include the most current Audited Financial Statement available.

9.    Are their any substantial changes to the current RFP versus the last Youth RFP?
        

ARRA is the substantial change to the current RFP.  

10.    Are there any budgets formed at this point?  
        
No, because budgets change, we do not want to base the choice of recipient of a contract solely on budget.  We are looking for the quality within the submitted proposal, and then discussing the budget negotiation process after the proposer has been selected.
