Steven Howsare Appointed President of Local Development District of Pennsylvania


Southern Alleghenies Planning and Development Commission (SAP&DC) Executive Director Steven Howsare has been appointed President of the Local Development District (LDD) of Pennsylvania.

Fifty-two counties in Pennsylvania are served by Local Development Districts, multi-county organizations providing services in such areas as community and economic development, transportation, international trade, strategic planning and much more. There are seven LDDs in Pennsylvania , including the Southern Alleghenies Planning and Development. They service the counties of Bedford, Blair, Cambria, Fulton, Huntingdon, and Somerset. Counties share information through their Local Development Districts, respond to common concerns, and develop solutions to today’s critical issues. For over 40 years Pennsylvania’s LDDs have taken the lead in community and business initiatives, coordinating and delivering services on behalf of their member counties as well as the Commonwealth.

“I am pleased to be able to serve as the President? of the Local Development Districts of Pennsylvania. This position will allow me to work more closely with our state and federal partners and will enhance the good things that we are doing here in the Southern Alleghenies region,” said Mr. Howsare.

“One example, Governor Wolf and the state legislature are putting a push on to bring broadband access to rural Pennsylvania. Our recent Regional, Implementable Comprehensive Plan has broadband as the number one focus in our region. And LDDAP’s wants to help lead this effort across the state,” continued Mr. Howsare.

Steven Howsare resides in Lincoln Township, Bedford County, with his wife Amy and seven children. Steven Howsare began his position as SAP&DC Executive Director on February 3, 2014, following the retirement of Edward M. Silveti. Prior to accepting the position of SAP&DC Executive Director, Mr. Howsare was in his third four-year term as a Bedford County Commissioner from January 2004 until February 2014. Mr. Howsare was responsible for all financial, administrative and as a county commissioner, programmatic aspects of Bedford County government. In this capacity, he had overseen many major projects, including the renovation and construction of additions to the Bedford County Courthouse.

Mr. Howsare had previously served as President of the Board of Directors of the Southern Alleghenies Planning & Development Commission, as well as a member of the Board of Directors of PCOMP, a risk pool for workers compensation insurance for the County Commissioners Association of Pennsylvania. He wasalso on CCAP's Assessment and Taxation Committee. Mr. Howsare is also currently the Chair for the JARI Growth Fund.
