The Transportation Improvement Program (TIP) is a four-year listing of highway and bridge projects, Transportation Enhancement Projects (TEP) and Hometown Streets and Safe Routes to School (HSSRS) programs.
The TIP contains details for each project: its current phase, the funding source, amount of funding, and a project MPMS number. The TIP is generated initially by the four rural counties, PennDOT District/Central offices and the SAP&DC, then brought to the RPO for review and comment. The TIP is updated every two years. The current TIP, which went into effect on October 1, 2010, covers 2011 through 2014. The next TIP update will occur in 2012. For more information on the FY 2013-2016 TIP update click here.
The RPO negotiates with the District and Central offices regarding projects it would like to include on the TIP, within the given fiscal constraints. Negotiations among members of the RPO also occur for placement of projects on the TIP, as well as for funding shifts from one project to another or from one phase of a particular project to another phase.
The public has the opportunity to review the TIP during a 30-day comment period. During this time, the TIP is displayed at six locations in the RPO area. Notice of the public comment period and the six review locations are advertised in the Legal Ads section of the major local newspaper. The public can akso present comments via telephone, letter, fax or attendance at the Rural Transportation Technical and/or Rural Transportation Coordinating Committee (RTTC and RTCC) meetings or attendance at a scheduled public review meeting.
