LTAP Program
The PennDOT Local Technical Assistance Program (LTAP) is part of a national initiative to transfer transportation technology through training, technical assistance, and other customer services to municipal elected officials and their staff. The Southern Alleghenies Planning and Development Commission (SAP&DC) assists PennDOT in facilitating the LTAP program locally. SAP&DC conducts the LTAP for the RPO counties of Bedford, Fulton, Huntingdon, and Somerset. The SAP&DC also coordinates with the Cambria County Planning Commission and the Blair County Planning Commission to administer the LTAP in the Johnstown and Altoona MPO areas.
Through LTAP, SAP&DC reaches out to municipal governments to help better educate municipal workers on how to improve a variety of their transportation activities, thus increasing the regional municipal capacity in maintaining the transportation system. A good, sound transportation roadway network is only possible if our local roads are maintained. The education of municipal workers on new technologies and methodologies through LTAP trainings is the best way to ensure local roads are maintained.

- October 4, 2011 – Roadside Safety Features- Ebensburg
- October 7, 2011 – Winter Maintenance– Ebensburg
- October 25, 2011 – Drainage: The Key to Roads that Last– Ebensburg
- November 18, 2011 – Asphalt Roads: Common Maintenance Problems– Bedford
- December 2, 2011 – Equipment & Worker Safety– Altoona
