Rural Transportation Technical Committee (RTTC)

The Southern Alleghenies Planning and Development Commission serves as the Rural Planning Organization (RPO) responsible for transportation planning and programming in partnership with PennDOT and the four rural counties of Bedford, Fulton, Huntingdon and Somerset.

The Southern Alleghenies RTTC provides planning and technical expertise for the development of the Southern Alleghenies Transportation Improvement Program (TIP), the Twelve Year Plan (TYP) and the Long Range Plan (LRP).

The RTTC meets quarterly or as needed at rotating locations throughout the region. The RTTC elects a Chairperson and Vice Chairperson annually. All meetings are open to the public. The diversity of RTTC membership promotes expanded regional involvement and ensures that regional transportation issues are addressed.

The RTTC includes 18 voting members:

  • 4 County Planning Directors, one from each rural county
  • 1 Representative from PennDOT District 9-0 
  • 1 Representative from PennDOT Central Office
  • 2 Representatives from SAP&DC
  • 2 Representatives from public transportation
  • 1 Representative from aviation
  • 1 Representative from rail
  • 1 Representative from non-motorized transportation
  • 4 County Economic Development Directors, one from each rural county
  • 1 Representative from the Southern Alleghenies Workforce Investment Board
